The 1st arrondissement, also one of the more upscale districts in the city, is one of them. It helps that the arrondissement is a famous tourist spot thanks to the Louvre Museum, among many others. Since many tourists go here, it makes sense that security is fairly tight in the area. Locals would say that the part near Les Halles is a bit sketchy, but overall, the 1st arrondissement is a safe place.

It's located on Rue Montorgueil and is famous (some would say infamous) for its garlic-buttered snails.
